Question: HCG levels

I'm really freaking out and I need answers! I took my hcg test May 2nd it came back 26,000 my doctor told me to come in and take another test which was May 4th . I got a call May 6th saying my results came back as 20,000 . He said my baby is dead . Are my HCG levels accurate for how far I am which is 8 weeks 5 days ? Doctors if you're reading this as well please give me some answers .
